Prime Minister’s visit to France (13-15 July 2023)

At the invitation of French President Emmanuel Macron, Prime Minister Narendra Modi concluded a historic visit as the Guest of Honour at France’s National Day, marking the 25th anniversary of the India-France Strategic Partnership. Established in 1998 by Prime Minister Atal Bihari Vajpayee and President Jacques Chirac, the partnership was built on mutual trust and five decades of cooperation since India’s independence in 1947.

2. The two leaders reflected on the resilience and evolution of the partnership, underpinned by shared values of sovereignty, strategic autonomy, multilateralism, and a stable multipolar world. They highlighted its transformation into a relationship of regional responsibilities and global significance, with strong political, diplomatic, and defence ties extending from the seabed to space. Economic cooperation has bolstered prosperity, resilience, and sovereignty, while shared commitments to clean energy, biodiversity conservation, ocean protection, and combating pollution have emerged as key pillars.

3. Education, science, technology, and youth exchanges, along with a vibrant diaspora, were recognized as vital in fostering closer people-to-people ties. The leaders emphasized the partnership’s importance in addressing global challenges, including climate change, clean energy, health, food security, and a peaceful Indo-Pacific.

4. Looking ahead, they adopted the "Horizon 2047 Roadmap on the 25th Anniversary of the Indo-French Strategic Partnership: towards a century of French-Indian relations" to guide the next 25 years. This period will focus on achieving a bold vision and higher ambitions as both nations prepare to celebrate key milestones in 2047, including the centenary of India’s independence, diplomatic ties, and 50 years of strategic partnership. The roadmap and associated outcomes span diverse areas, setting the stage for future collaboration.
